Ruidoso officials will hold a watershed public meeting at 5:30 p.m. on Sept. 23; two Roswell business owners spoke to Roswell councilors about homeless people in downtown with serious mental or behavioral health problems; the Risdoso Public Library is celebrating Library Card sign-up month.
